Smarty is a screenshots of the Bulk Address Validation web app: the Upload File screen, upload-success confirmation, a matching and validation configuration panel, an output summary showing "472 of 500 records matched" with an exceptions chart, an address statistics chart, and a per-record results table product you log into. 1Lookup is an API and a dashboard you mostly do not log into: you call it from the system that already has the record. Which of those you want is usually the whole decision, so here is theirs.
