What usually pushes this number up

  • lead lists bought from aggregators, which carry a much higher VOIP share than numbers collected first-party
  • form fills from users giving a throwaway number, which are almost always VOIP
  • reactivated old lists, where landlines have been ported to VOIP carriers since collection

What brings it down

  • a run of first-party lists, where people give a real mobile number they answer
  • campaigns aimed at consumers rather than businesses, since business lines skew VOIP
  • lists that were already scrubbed before upload
