We ranked these tools on five things a buyer pays for.

  1. 1What one lookup returns: live status alone, or porting, roaming and carrier too
  2. 2Whether a number the network rejects is charged
  3. 3How it bills, and whether there is a monthly fee or an expiry
  4. 4Whether a whole list runs by upload or API
  5. 5What else the same account checks, such as landlines and Do Not Call

Each service was read on its own pricing, product and documentation pages in October 2026. An HLR lookup works on mobile numbers only; 1Lookup's phone validation covers landlines and VoIP numbers on the same credits.

Here are the 10 tools, ranked.

Our pick

1Lookup logo1. 1Lookup

Best for live mobile checks on the same credits as every other number check

What one lookup returns
Live status (active, absent, invalid or unknown), the country, ported and roaming flags, the current carrier and the MCC and MNC network codes
Numbers the network rejects
Not charged: a number the network reports as not assigned uses no credits
How it bills
5 credits a lookup, about $24.75 per 1,000 lookups on the $99 a month Starter plan

Why it’s on the list: one lookup asks the number's own network whether the SIM is live, and the same credits validate landlines and VoIP numbers that an HLR cannot see and scrub numbers against Do Not Call.

Also included: a whole list runs as a CSV upload in the dashboard or one number at a time through the API, the free HLR lookup checks one number with no account, the 7-day free trial needs no payment today, and unused monthly credits roll over for 3 months, and the same account comes with an MCP server for AI agents and Zapier, Make and n8n apps.

HLRLookup.com logo2. HLRLookup.com

Best for teams that only need HLR checks

What one lookup returns
The current status of a mobile number, its original and current network and whether it was ported, with the MCC and MNC codes for live numbers. A ported date and UK and Ireland landline status are extras.
Numbers the network rejects
Not charged for an invalid mobile number, a landline, VoIP or pager number, or a network it does not cover. Every valid North American (+1) number uses a credit whatever its type.
How it bills
Prepaid credit bundles in pounds, dollars or euros, one credit per successful lookup. Credits expire 18 months after purchase.

Why it’s on the list: HLR is all it sells: a file upload returns results beside your own data, and a number you checked before can be rechecked free from your own cache.

Watch for: credits expire 18 months after purchase, every valid North American number uses a credit whatever its type, and asking for a US mobile's status costs an extra credit.

Twilio Lookup logo3. Twilio Lookup

Best for apps already sending SMS on Twilio

What one lookup returns
Line Status says whether a number is active, reachable, unreachable, inactive or unknown on its mobile network. Line type and caller name are separate packages.
Numbers the network rejects
Not stated on its pages
How it bills
Pay as you go per request, with a lower rate at higher volumes.

Why it’s on the list: Line Status sits in the same Lookup API as line type and caller name, inside the account that already sends your messages.

Watch for: Line Status is in public beta with no service level agreement, its pages describe no list upload, and each signal is a separate fee on the same number.

Infobip logo4. Infobip

Best for enterprises that want lookups beside their messaging

What one lookup returns
Whether a number is still valid, has been ported, is roaming or has a permanent or other error, with its country and mobile network. In India it reads number portability records instead of the register.
Numbers the network rejects
Not stated on its pages
How it bills
Its pricing page shows no Number Lookup price. The account runs on a prepaid balance.

Why it’s on the list: the lookup flags ported, roaming and invalid numbers, and a list can be pasted or uploaded in the same web interface that sends your campaigns.

Watch for: its pricing page shows no Number Lookup price, and in India the lookup reads number portability records rather than the live register.

Neutrino API logo5. Neutrino API

Best for developers who want HLR beside other small APIs

What one lookup returns
Whether a mobile number is live, absent, unknown or invalid, or a fixed-line or VoIP number, whether it is ported or roaming, its current and original network, and its MCC, MNC and IMSI.
Numbers the network rejects
Not charged when it already knows the number is not a valid mobile number.
How it bills
A fixed price per HLR lookup, billed automatically as you use it, beside monthly plans for its other APIs. Volumes above 1 million go by quote.

Why it’s on the list: one lookup returns status, porting, roaming, both networks and the IMSI, and a number it already knows is not a valid mobile is not charged.

Watch for: HLR is billed separately from its monthly plans, and its pages describe no upload in a dashboard.

seven.io logo6. seven.io

Best for European senders who want one flat price per lookup

What one lookup returns
Whether a number is valid and reachable, whether it is ported or roaming, its current and original carrier, and its MCC and MNC codes.
Numbers the network rejects
Not stated on its pages
How it bills
A flat price per HLR request, taken from a balance you top up.

Why it’s on the list: one request returns reachability, porting, roaming and both carriers, and a whole contact list runs in its web app.

Watch for: its price list is in euros before VAT and shows no volume discount for lookups.

Messente logo7. Messente

Best for teams checking a linked spreadsheet

What one lookup returns
Whether a number is valid, its roaming and porting status, line type, carrier and country.
Numbers the network rejects
Not stated on its pages
How it bills
A fixed monthly fee plus a charge for every number looked up.

Why it’s on the list: a lookup reports roaming, porting, line type and carrier, and a spreadsheet linked through the API is checked as a list.

Watch for: the lookup carries a fixed monthly fee on top of the charge per number, and its docs send new accounts through sales.

SMSAPI logo8. SMSAPI

Best for SMS senders checking a file before a campaign

What one lookup returns
The network a number belongs to and whether it was ported, with an active or inactive status and its MCC and MNC codes.
Numbers the network rejects
Not stated on its pages
How it bills
A price per number looked up on its SMS price list, with offers for higher volumes.

Why it’s on the list: it checks one number or a CSV file in the same panel that sends your SMS, or through its API.

Watch for: its pages describe the network and porting but not roaming, and do not say whether a failed lookup is charged.

Octopush logo9. Octopush

Best for French teams cleaning phone and email lists together

What one lookup returns
Whether a mobile line exists and is valid, whether it is roaming, its line type, carrier and country.
Numbers the network rejects
Not stated on its pages
How it bills
Credits priced in tiers, so the cost per number falls as the file grows, with no commitment.

Why it’s on the list: the same account and credits verify email addresses too, and a file runs from the dashboard or the API.

Watch for: its pages publish no price per HLR lookup, only that the rate falls as the file grows.

Octopush homepage

Zadarma logo10. Zadarma

Best for call centers already on its cloud phone system

What one lookup returns
Whether a number is active, whether it is roaming, and which carrier it is on.
Numbers the network rejects
Not stated on its pages
How it bills
A price per number checked, with an automatic discount for large clients.

Why it’s on the list: the account that runs your cloud phone system checks a pasted list or a file for active and roaming numbers before anyone dials.

Watch for: its HLR page lists only status, roaming and carrier, and a lookup needs a registered account.

Rival features from each service's own pages, October 2026. A tick means the service's pages say a lookup reports whether the number is roaming. 1Lookup: an HLR lookup is 5 credits, about $24.75 per 1,000 on the $99 a month Starter plan, and nothing when the network reports the number as not assigned.

These are the questions buyers ask most about HLR lookup.

What is the best HLR lookup service in 2026?

1Lookup. One lookup asks a mobile number's own network whether the SIM is live and returns its status, country, ported and roaming flags, current carrier and MCC and MNC codes for 5 credits. A number the network reports as not assigned is not charged, lists run by CSV upload or through the API, and the 7-day free trial needs no payment today.

What is an HLR lookup?

An HLR lookup asks a mobile operator's Home Location Register, its live subscriber database, whether a number is switched on and reachable right now. The query stops before any message is delivered, so no SMS is sent and the phone never rings. It works on mobile numbers only; landlines and most VoIP numbers have no register entry.

How much does an HLR lookup cost?

Services bill one of four ways: per lookup from prepaid credits or a balance (HLRLookup.com, seven.io, SMSAPI, Octopush, Zadarma); pay as you go per request on a developer platform (Twilio Lookup, Neutrino API); a monthly fee plus a charge per number (Messente); or a price not shown on the pricing page (Infobip). 1Lookup charges 5 credits a lookup: about $24.75 per 1,000 on the $99 a month Starter plan and $9.99 on Enterprise, and nothing for a number the network reports as not assigned.

Is an absent number the same as an invalid one?

No. Absent means the number exists but the handset is switched off or out of coverage right now, so it is worth retrying later. Invalid means the network has no subscriber on that number, so it should be removed. Treating absent numbers as invalid deletes real customers from a list.

Can I run an HLR lookup on a whole list?

Yes. In the 1Lookup dashboard, upload a CSV of numbers in international format and the list runs in the background, or send one number per request to the API. Each number uses 5 credits, a number the network reports as not assigned is not charged, and phone validation (1 credit) checks the landlines and VoIP numbers in the same list.

Try 1Lookup free for 7 days before you decide.

The 7-day free trial includes credits for all 43 data products: $5 on Starter, $20 on Growth and above. No payment today.
